| abstract | In some embodiments, the electrical device has an outer surface and an inner surface, each of the first layer and the second layer bonded to the interface, wherein the inner surfaces of the first layer and the second layer form a sealing chamber therebetween. The electrical device may further include an external electrode implemented on the outer surface of each of the first and second layers, and an inner electrode implemented on the inner surface of each of the first and second layers.
