FIELD: chemistry. n SUBSTANCE: invention relates to organic chemistry and specifically to a heterocyclic compound of formula (IIB) or a pharmaceutically acceptable salt thereof, where E denotes -CH 2 -; Q is -CH 2 -; Z is hydrogen; V is N; R 12 denotes hydrogen; R 15 denotes a difluoromethoxy group; R 16 denotes hydrogen; R 21 denotes piperidinyl, piperazinyl or morpholinyl, any of these groups may optionally contain one substitute selected from a group comprising C 1 -C 6 -alkylsulfonyl, oxo group and carboxy group; and R 23 denotes hydrogen.
