abstract A selection method implemented as an algorithm in a mobile management entity (MME) operating in a communications network. The method includes receiving a unique identifier of a subscriber operating within the network and determining, based on the unique identifier, whether the subscriber has full circuit switching fallback (CSFB) capability or has only packet switching (PS) capability. When it is determined that the subscriber has full CSFB capability, a mobile switching center server (MSS) is selected based on original tracking area matrices and/or tracking area identity-location area identity mapping defined in the 3rd Generation Partnership Project (3GPP). When it is determined that the subscriber has only PS capability, an MSS is selected from a group of MSSs having CSFB support only for short message service (SMS) delivery.
