Disclosed is a high-performance carbon catalyst exhibiting sufficiently high catalytic activity. In the carbon catalyst wherein nitrogen is introduced, the introduced nitrogen has an energy peak area ratio between a first nitrogen atom having a binding energy of an electron in the 1s orbital of 398.5 ± 1.0 eV and a second nitrogen atom having a binding energy of an electron in the 1s orbital of 401 ± 1.0 eV, namely (first nitrogen atom)/(second nitrogen atom) of not more than 1.2. |
