abstract The present invention provides a water treatment apparatus and a water treatment method capable of performing stable immersed membrane filtration at low cost even when the quality of raw water varies. A water treatment device (100) includes: a water tank (3) into which raw water is to be introduced; a membrane module (4) for subjecting raw water to filtering treatment to produce filtered water, the membrane module (4) being held in the state of being immersed in water in the water tank (3); a discharge path (10) through which stagnant water stagnating in the water tank (3) can be discharged; a flow rate adjustment device (P2) capable of adjusting the flow rate of stagnant water discharged through the discharge path (10); a water quality sensor (2) for measuring the quality of raw water; and a control unit (20) for controlling the flow rate adjustment device (P2) on the basis of the measurement by the water quality sensor (2). The water treatment method includes subjecting raw water to filtering treatment by using a water level difference while discharging stagnant water stagnating in the water tank (3), and increasing the amount of stagnant water discharged through the discharge path (10) when the amount of suspended substances included in the raw water increases.
