abstract Articles to control an electromagnetic (EM) radiation in the range of 1 GHz to 100 GHz, and methods of making and using the same are provided. An EM controlling sheet structure includes a dielectric carrier layer and an array of metallic resonant elements supported by the dielectric carrier layer to form an EM metamaterial structure in a non-random pattern. The metallic resonant elements are oriented such that each metallic resonant element has an axis substantially parallel to each other and substantially parallel to a major plane of the dielectric carrier layer.
