Reliable sources?

I don't really understand the comment inserted at the top of the article. The article is intended to be a concise distillation of the published document, one of a number of similar documents: it is about the primary source. Other citations are by their nature opinionative and/or speculative. Nevertheless, I've added a number of references about the RUS and the consultation. I will remove the tag at the top of the article after 7 days unless any objection is placed here.

I agree. The inserted comment is pretty meaningless, unless they are implying that WikiProjects Trains knows more about the railway in the NW of England than the Network Rail staff who wrote the RUS in the first place - and I doubt that to be true!

I see the Merseyside RUS also got the inserted comment - but the Lancs and Cumbria RUS didn't. A definite consistency problem by whoever inserts these.
