William Larkin Stiles (d. 1908), also known as Billy Stiles or William Larkin, was an outlaw of the American Old West who, with partner Burt Alvord, led a small gang of train robbers while an acting deputy sheriff in the Arizona Territory during the 1890s. Biography[edit]Born in Casa Grande, Arizona, Stiles worked as a prospector and ranch hand in the Superstition Mountains as well as working occasionally with lawman Jeff Milton and other law enforcement officials having a reputation as an expert tracker. Eventually meeting Wilcox marshal Burt Alvord, the two formed a partnership and were very successful robbing trains in southern Arizona with "Three Fingered" Jack Dunlap, Bravo Juan Yolas, Bob Brown and brothers George and Louis Owens. Under the guise of deputy sheriffs, they were able to interfere with investigations by local authorities. In 1899, they were apprehended attempting to rob the Southern Pacific Railroad. The two had a minor falling out over the incident with each blaming the other and Stiles wife also testified against him in court. Alvord soon broke him out of jail however, tying up the jailer and freeing Stiles from his cell with the keys, and the two disappeared from the area. Later reaching Mexico, they reportedly assisted in the capture of the Mexican bandit Augustin Chacon. Shortly after this, they attempted to fake their own deaths sending two coffins with their supposed bodies to Tombstone, Arizona but this ruse was quickly uncovered by authorities. This would eventually led a group of Arizona Rangers who, in 1903, entered Mexico in pursuit of the fugitives. While successfully capturing Alvord, Stiles was able to escape the country making his was to the Orient, spending considerable time in China and the Philippines. Although his later whereabouts are not recorded, it is claimed that Stiles eventually became a sheriff in Nevada County under the name William Larkin. In 1908, he was killed when trying to deliver a court summons. References[edit]

Ernest "Diamond Dick" St. Leon (d. August 31, 1891 or 1898) was a French-American law enforcement officer and a member of the Texas Rangers, known prominently during the 1880s as one of its finest undercover officers. Biography[edit]The son of a French refugee, Ernest St. Leon was born and raised in San Antonio, Texas. While still in law school, he left to join the US Cavalry and had a distinguished career participating in the Texas-Indian Wars. According to one account, he reportedly killed three warriors single handed after one of his men had been killed and eventually rose to the rank of sergeant before his discharge from military service. He later joined the Texas Rangers, serving in Company-D throughout the 1880s and working extensively in undercover operations. St. Leon was eventually dismissed from the force due to his drinking however he did remain in contact with John Hughes and worked with him in an unofficial capacity for a time. [1] In 1889, hired by the Fronteriza Mining Company, he was involved in the capture of a group of silver ore thieves who were traveling with a large mule caravan en route to their hideout where they planned to hide the loot in an abandoned silver mine outside Shafter, Texas. Posing as one of the escorts, he led the robbers into an ambush as Texas Rangers John R. Hughes and Lon Oden attempted to take them into custody. Antonio Carrasco and his two brothers were killed in the ensuing gunfight and were later buried next to the abandoned mine. [2] While living among the Mexican-American peasants along the border, he was able to obtain a list of twenty names of men involved in the murder of Captain Frank Jones who had been killed while attempting to arrest Jesus and Severino Olguin, members of a local bandit gang of thieves and murders in the El Paso-area. This information was later used as a "death list" by members of John Hughes' posse as they either gunned down or lynched between 18-20 members of the Olguin family and wiping out the Pirate Island-based gang. [3] In 1890, he was brought back to the Texas Rangers although he was killed in a saloon a year and a half later. He was buried at Concordia Cemetery in El Paso. References[edit]

Biography[edit]Born in Beloit, Wisconsin, Rynning enlisted in the US Army rising to the rank of first sergeant. A veteran of the Spanish-American War, he served as a second lieutenant in Troop B of Theodore Roosevelt's Rough Riders and was one of several former Rough Riders to join the Arizona Rangers following the war. Following Burt Mossman's resignation, he was appointed head of the Arizona Rangers on September 1, 1902. In June 1906, authorities received a telegram from mine owner William D. Greene reporting that American citizens were being killed by rioting caused by a strike among the workers at the Cananea Consolidated Copper Company in Cananea, Mexico. A volunteer force of 275 armed men was quickly organized and Rynning, with 5 Arizona Rangers and 70 others armed with rifles, boarded a train at Naco, Arizona and entered the U.S.-Mexican border with orders to suppress the rioting and protect American lives and property. Although the Sonora territorial governor Rafael Yzabel was alerted to the possibility of the escalation of the conflict between the Arizona Rangers and the largely unarmed strikers, the governor simply refused to intervene commenting that the men were "on their own". The fighting had long since ended as a truce had been arraigned by the strikers and local officials by the time of Rynning's arrival. Placed between the strikers and the office buildings of the Cananea Company, Rynning's men guarded the property during negotiations until asked to leave by Mexican officials several hours later. [1] [2] On September 4, Rynning led Arizona Rangers and immigration officers in a raid on an underground cell of the Partido Liberal Mexicano during a meeting in Douglas, Arizona. Discovering dynamite, pistols and banners, seven members were arrested for violation of the Neutrality Law. Smuggling rifles across the border, the group had been gathering weapons and ammunition for a major expedition into Mexico which included capturing custom houses on the border, blowing up railways, cutting telegraph wires and raiding stores for weapons and supplies. The Douglas group had also commissioned Javier Huitemea to negotiate with the Yaqui to support them promising the tribe the return of the land which had been taken from them. Extensive evidence of correspondence with Saint Louis Junta provided U.S. authorities with evidence of other groups operating in Mowry and Patagonia, Arizona. [3] Resigning his position with the Arizona Rangers in March 1907, he was appointed superintendent of the Arizona State Prison by President Howard Taft [4] and later had the prison moved from Yuma to Florence, Arizona. Tom Pickett (1858-May 14, 1934) was a 19th century American cowboy and professional gambler who, at various points in his life as both a lawman and outlaw, was an associate of Dave Rudabaugh and later Billy the Kid. Early life[edit]Born in Camp Throckmorton, Wise County, Texas, Pickett began rustling cattle growing up as a teenager in Decatur and was eventually arrested for stealing cattle at age 17. His father, then a member of the state legistlature and ex-Confederate officer, was forced to morgage the family home in order to pay his son's fine. Briefly serving with the Frontier Battalion of the Texas Rangers from April 1, 1876 to August 31, 1877, he worked his way to Kansas City as a cowboy on cattle drives and soon became a known face in the many gambling halls among the cowtowns. Time with Dave Rudabaugh & Billy the Kid[edit]During this time, he would meet outlaw Dave Rudabaugh and travelled with him to the New Mexico Territory after being indicted in Cooke County for cattle rustling in 1879. He served as a peace officer for the Dodge City Gang in Las Vegas, he and Rudabaugh were eventually run out of town. He was also an assasstant marshal in White Oaks, New Mexico before arriving in the Fort Sumner-area where he was hired by Charlie Bowdre as a ranch hand. He and Rudabaugh soon became involved in cattle rustling with Billy Wilson, Tom O'Folliard and Billy the Kid. In December 1880, he and his partners were forced to flee after an encounter with a local posse led by Pat Garrett left O'Folliard dead. Hiding out in a remote rock cabin at Stinking Springs, they surrendered to Garrett's posse a few days later after a long siege. Pickett was released on $300 bail and soon left the area. Later years[edit]Two years later, he served the town marshal of Golden, New Mexico before being run out of town by a lynch mob made of of local residents. Living in Mexico for a time, he was one of several men who were charged with the murders of four Mexicans at Seven Rivers, New Mexico on January 8, 1884 although he managed to avoid arrest. Pickett later turned up in northern Arizona where he was hired by the Hash Knife outfit (Aztec Land and Cattle Company) and later participated in the Graham-Tewsbury feud. After suffering a serious leg injury, Pickett went back to "punching cattle" serving as a packer for the US Army during its campaign against Geronimo in 1886. He settled in Holbrook, Arizona and, in 1888, he married Catherine Kelly. After his wife and baby died in childbirth the following year, he returned to drifting working at various times as a bartender, prospector, cowhand and was a stage driver for the Fort Apache-Holbrook line for several years. Between 1912 and 1914, he was also a deputy U.S. Marshal. He eventually had to have his leg amputated and returned to northern Arizona to live out his final years. He died of nephritis at the age of 76 in Winslow, Arizona on May 14, 1934. Further reading[edit]

Fred Amman is a graduate of Neville High School and a life long native of Monroe, Louisiana. He is married to Martha Perry and has four daughters and two grandchildren. He is active in both civic and church activities, in which Fred’s service to the city of Monroe has been an important part of his personal and professional life. Fred was appointed Monroe City Court Judge Pro Tempore from March 3, 2000 to December 31, 2000. When he ran for district judge, he carried almost 60 percent of the Monroe vote. Positive voter support, the experience of over 32 years of practicing law and his service as a Monroe City Judge were advantages for Fred in his campaign for the Monroe judgeship. In May of 2007, Fred Amman was elected in a special election to fill the unexpired term of Monroe City Court Division B Judge. Amman picked up 3,148 votes to 2,038 votes for Noel, or 39 percent for Noel, in light voter turnout, which was hampered by rain throughout the day. The election was the second time Amman had campaigned for a judgeship. He ran for a 4th Judicial District judgeship in 1996 but lost by only 404 votes.

Sunil "Neil" Tagare is a seasoned entrepreneur. He developed the concept of the Fiberoptic Link Around the Globe (FLAG) project in 1989 when he was 27 years old. FLAG was the first privately financed submarine fiber optic cable to link several continents around the world. The cost of construction of the first phase was $1.5 billion. As the executive vice president of Marketing and Business Development at NYNEX (now Verizon), Tagare was responsible for breaking through regulatory barriers in some of the most difficult countries in the world such as Spain, Italy, Egypt, India, Saudi Arabia, China, Hong Kong, Korea and Japan. FLAG was featured in the [Guinness Book of World Records] as the longest telephone cable in the world and has been instrumental in lowering the cost of international calls to countries like India by an order of magnitude that facilitated the creation of new industries like offshore call centers. Tagare went on to found a second submarine fiber optics company called Project Oxygen Ltd. in 1997 where he was the chairman and CEO. Its launch was attended by 300 telecom service providers from 200 countries. It was selected as one of the 12 "Cool Companies" by Fortune magazine and is widely believed to be one of the key contributors towards significant decrease in the cost of global bandwidth. Tagare was selected by Wired magazine as one of the "Wired 25 [1]" in 1999 (25 people trying to achieve the impossible and change the world) and was a finalist as the Entrepreneur of the Year at the World Communications Awards event in Geneva. He was selected as a Global Leader for Tomorrow by the World Economic Forum and is a Charter Member of TiE (The Indus Entrepreneurs) New York. Tagare has made dozens of keynote speeches around the world on his lifelong passions: the advantages of lowering prices of bandwidth and creation of a level playing field for the common man around the world. Tagare has a Bachelors degree in Electrical Engineering from University of Mysore, an MBA from Texas Christian University and a PMD from Harvard Business School.
