Giovanni Pietro Barbano is the current heads the European Union Rule of Law Mission in Kosovo (EULEX)[1])[2], the largest civilian mission ever launched under the European Union's Common Security and Defence Policy, a position he assumed on June 26, 2023, following a decision by the EU Political and Security Committee[3][4][5][6][7] Barbano, a Major General of the Carabinieri and a Special Adviser to the EU with over 40 years of service in law enforcement and significant experience in international crisis management and peace operations,[8] [9] has held various international roles, including in Bosnia and Herzegovina. He participated in the Western European Union Police Mission in Mostar from 1995 to 1996[10][11]. He was instrumental in the establishment of the European Gendarmerie Force (EUROGENDFOR)[12] and later commanded the Integrated Police Unit within the European Union Force (EUFOR "ALTHEA") in 2007–2008[13].

From 2016 to 2023, Barbano was the Director of the Centre of Excellence for Stability Police Units (CoESPU) in Vicenza, Italy, which he contributed to establishing in 2004. During his tenure, he collaborated in international training efforts serving as President of the European Association of Peace Operations Training Centers in 2016 (EAPTC)[14] and as chair of the Police Board of the International Association of Peacekeeping Training Centers in 2018-2022 (IAPTC)[15].

Barbano holds degrees in political science from the University of Siena, in international and diplomatic sciences from the University of Trieste, and a master's degree in internal and external security from Tor Vergata University of Rome. His honours include the Legion of Merit (Officer Degree), awarded by the President of the United States in 2019, and the Knight Cross of the Military Order of Italy, awarded by the President of Italy in 2022.
