There is no evidence that this is a direct quote from the Mayor. The in question stated that the Mayor subscribed to this point of view and places it in quotes. However it is unclear from where the statement comes.
- It seems to be a misattribution derived from "Apartheid Baltimore Style" by Garrett Power in the Maryland Law Review https://digitalcommons.law.umaryland.edu/cgi/viewcontent.cgi?article=2498&context=mlr Power was summarizing the perspective of many progressive at the time. It's possible that it was attributed to Mahool directly because he is quoted in the preceding paragraph. Sauzer (talk) 19:53, 6 April 2021 (UTC)
