Papers with metadata is available at the website https://papers.nips.cc/. To my knowledge, there are usually no external identifiers linked with the information on the website. The papers have been crawled and added to Wikidata through Scholia (Q45340488). Most authors have not been resolved. There are individual pages for each authors (sometimes several pages due to lack of merging). A few Wikidata items for authors have been linked by described at URL (P973).
