Proposed merge of Ground-level power supply with Acumulador de Carga Rápida

- Oppose on the grounds that the technologies seems sufficiently different to be covered separately. I note also that Acumulador de Carga Rápida charges from above, so a simple merge to Ground-level power supply, in its present form, certainly wouldn't be appropriate.
