Bilingual education success?

Ysleta is in the current edition of "Texas Monthly." The article details how this district has found success by implementing bilingual education for ALL it's students, Spanish or English speaking. Apparently, by the time a child graduates, he's fluent in at least two, sometimes three languages. Apparently, they're succeeding where other districts are failing.
