People such as Rev. Dr. Laurence K. Bropleh Esq. need to meet wp:notability (people) and should have a Wikipedia article to be listed as "notable". Please see wp:listpeople. Please note that articles should not use "Rev.", "Dr.", & "Esq" in the article name. i.e use Laurence K. Bropleh.
